Daniel Ellsberg speaks about government policies toward energy and nuclear testing at the close of the Bush administration, 1992-93. He begins by discussing the Mitchel Amendment to the Energy and Water Appropriations Bill, which would forbid the President from using Federal monies for nuclear testing. The public, however, is not informed about the current testing moratorium, or that Bush wanted to change this law upon his reelection. He suggests which government agencies might be opposed to the moratorium, and how a resumption of testing by the United States would trigger similar renwal by France, Great Britain, China, and Russia.
