The program explains how law firms, the New York Post along with two other newspapers, 2000 individuals, and 20-30 institutions control New York City through election contributions, graft, etc. Also explored in this program are Ed Koch's role, and the banks' contribution to New York's fiscal crisis. The discussion analyzes problems with Con Edison's board, unexplained increases, and their taxes not paid. The authors and Messinger also discuss the changing role and appearance of the Mafia.
